Planning is a systematic way of attaining a set of predetermined goals by using scarce resource. A plan is a set of things or activities to operate in systematic order to achieve definite goals is planning. In simple words, planning is deciding in advance what is to be done, when where, how and by whom it is to be done.planning bridges the between from 'where we are' and 'where we want to go'. It includes the selection of objectives, policies, procedures and programmes from among various alternatives. A plan is a predetermined course of action to achive a specified goal. It is an intellectual process charaterized by thinking before doing.

Developmental planning is closely related to economic to economic activities of a nation.The concept of developmental planning is was first introduced in 1917 A.D. in the former sovient union.It became very popular after the end of second world war.
